I live in howell twp. livingston cty. mi.

my property is zoned AR. and backs up to the freeway. How difficult would it be to rezone a section to HC?

Giving them a call should get you all the information you need to apply.  I don't know what the H in HC stands for, so I have no idea how it would apply to your situation.   Your neighbors may object, but that shouldn't stop you from trying.  Many variances are granted over the objections of neighbors if the council or zoning board approves of the development.

It would not be easy but it might be possible. You would probably need a lawyer to help you.

What you are asking to do is change your property from agricultural use to high commercial use. So, what is now designated for use as essentially farming property would change to allow for restaurants, banks, etc. If the property abutts a highway and other commercial areas there is a better chance the change will be allowed, but it will be up to you and your lawyer to convince the zoning board that the change is a good thing. One aspect to consider is that you will pay more taxes on property zoned commercial than on property zoned agricultural, so while that will generate more income to your town it will cost you more each year.
