Rewire a 40 year old house?.

I bought a 40 year old house that had been remodeled by the owner, who left an electrical mess in the attic (didn't know when I bought...long story). The panel is an old Federal panel. Two options: total rewire, including replacing the panel (about $9500) or add subpanel, clean up and id wires, and add individual circuits for stove and microwave (about 2500-3000). Mix of old and new wiring. I am a single teacher, so the $$$ count. Was told the old wiring is in good shape, just outdated. What should I do???
