Restraining Order Peace!!

A friend of mine is going through an, all to ritualistic, divorce. Prior to the proceedings she obtained an order of protection for his maliciousness towards her, the kids and community property. Since the inception of the order, it is my opinion he has defied it, every step of the way. He has attempted to utilize the kids, on his days with them, to gather as much info about her and her whereabouts. Asking more directly, "who is she with". And now he has the fortitude to ask her friends and most recently her boss, not mutual friends or his employer, on her Facebook to be his friend. He has also made several threats that he will turn her into childrens services and said her grass and weeds are subject to being fined for there height, and with one phone call it could be done.  What, if any, legal grounds does she have to receive the peace the order was intended for
