Repair: whole house fan

Dear NH, I have a house with a whole house fan. I just had the belt replaced, but now the louvers will not open when the fan is turned on. How do the louvers work? Does the power of the fan open them? How do I fix this because the circuit cuts off the power when the louvers don't open? Thank you, Dana

I have the same problem, my louvers won't open when the fan is operating.  However, I have an old fan, not a new one.  Could the fan be failing?  Do I need new louvers?  Thanks!
