Is it his teeth.  Maybe they need to be cleaned or.....I had a friend who had a small dog.  The dog smelled so bad that nobody wanted it near them.  They visited with their vetrinarian and determined the dog's teeth were literally rotting inside his mouth.  He had his teeth removed....along went the stench and now the dog is welcomed and loved.  Also check his collar.  My dog's collar can develop an awful odor.
