Unless you are talking about huge quantities that you plan on recycling, you should talk to the City of San Antonio Solid Waste Management Waste Department. I have included a link that has the information as to whom you should contact.

If you go to the web page provided by the San Antonio government: http://www.sanantonio.gov/swmd/solidwaste/RecyOptionsM.asp,they list several places where you can recycle aluminum can tabs.
