Standing around waiting for the recycle bin truck to come by so I can personally hand him a bag of recyclables is what I would consider having "too much time on my hands", Anthony. However, I agree with you in terms of making someone's day who is less fortunate. I would prefer to do it by NOT encouraging stealing and breaking city laws. My initial concern (if you go back and read the detail of my question), is that they ARE coming onto my property to take stuff out of my recycle bin that I place out of sight (which, by the way CAN take more than two weeks to fill). What can I expect from someone who decides they need more and starts to take other items from my property?
Since the city is not concerned about THEIR law against scavengers, then what I will start doing is simply placing bags of recyclables at the curbside for anyone who wants to grab it and keep walking/driving. Recycling is NOT about corruption in the city, it's about protecting the environment by reducing waste. Thank you for your eye-opening response, Anthony!
