I don't think it's him because a young KGB agent would NEVER want his photo taken in such a public manner.  He wants to remain a spy.

If you look at the shadow, Reagan's nose is bigger that it.  Also, look at the suit he is wearing, his comes down to his wrist.  In the shadow it is higher.  His picture was placed in this photo!!!

And so what??  We have Spies too....  Making a big deal of nothing. What did he report back. Reagan was in Red Square. CNN had that scoop!!
