A raw file is a format specific to a particular camera that consists of the image information without any interpretation of the value by the camera. It has the advantage of offering the highest quality. If you have a raw file, you cannot just open it in photo editing software. You will need a plugin that is particular to the camera that you're using that was designed to work with your photo editing software. If the plugin didn't come with the camera software, you will need to find it from the manufacturer's website and download it. That plugin translate the raw file into a file that your photo editing software can recognize. Once it's open, then depending on the option your software provides you, you can save it as jpeg.
