Hi,
The raccoons are not interested in your fish pond, they only want to drink.... If you want to avoid them from reaching your fish pond supply them with water (easy to reach) and make it much harder to reach the fish pond..... If you don't want them to reach it at all (or your property) you'll have to fence it properly.
