1.  There are several possible reasons:  He is: extremely bussy, not very serious, not interesting, hides something (has another g.f, married....), prefers to spend his free time doing something else (hobby, reading....)No offence, please, but that's a bad sign.
2.  He might be telling the truth (they are living together because it suits them both) or he is simply lieing to you ! (want's to be "nice" to you or not hurt you).

I could tell that he is not that interested in you.  It shows in his actions.  Someone who cares would try to spend as much time with the person he likes.  He is not in hurry to get serious with you.

    You mentioned about your ex.  Do you really care what he does with his life?  I think that when people break up, whatever the other one does is no longer their business and concern.  The main concern now is your own life, how to improve it, how not to make the same mistakes again and to find someone who you will be comfortable with, who will care and love you as you really are.

Why do you even care what your X is doing ???? As for the guy you are dating not spending anytime with you .  He is spending his time with someone else dating .....  would be my guess , think it may be time to start dating someone else .

  Sounds to me like you may not be the only woman in his life.

I think your ex is hoping he might be able to go back to you in case things do not work out with the new women
