A:

From a strength-training perspective, the awnser is no. 

A pull-up utilizes your upper-back muscles (lats) in combination with biceps, triceps and forearms.  A press (specifically a military overhead press) concetrates more effort on your shoulders, triceps and traps (shoulder to neck muscles).
