Pruning Flowering Quince and Viburnum "Snowball"

What is the best way to prune both a flowering quince and a viburnum "Snowball" bush?  And when is it best to do it?

These are amazing plants. They can be cut right down to the ground and still come back. cut away! there is no harm you can do, short of digging them up.
