Yes, of course it is. It is illegal everywhere in the US, even in Vegas where it happens all the time.
prostitution is only legal in Nevada, and only in brothels (street walking and hotel room delivery are prohibited). However any politican who goes to a legal brothel is still throwing his carreer down the toilet.
