Many programs access the web site of the software provider now and then to check on whether your software is up to date. If not, it asks you if you want to download the latest version.
You don't have to grant access in a case like this. You could go to the Arcsoft web site and check for yourself if your program is up to date.
I generally trust automatic version checking like this, as long as it's software that I use regularly, but you probably won't lose anything if you deny access.
