Processing Fee

Can a plan administrator charge a fee? I've been attempting to directly rollover my 401(k) Plan held by a previous employer to a private 401(k). It's been about 18 months since my initial request, and today I received from the Plan Adminstrator a "Disclosure Statement" authorizing him to deduct $100 for himself. Is this legal?
