Problem with tooltips on Windows XP

I'm using Windows XP and sometimes the tooltips for the items in the taskbar (like the clock tooltip, which I use to check what the date is) are shown behind the taskbar instead of in front of it, so I can't see what they say. Is there a solution for this problem?

I have the same problem.  My PC was generally fine with this, and then I got some new components and upgraded to XP x64 edition.  I haven't seen a tooltip since.  I Google'd, and found this link:

Letting someone else write a program to do what Microsoft should have is a little bit wrong-headed, don't you think?

 

What registry keys are affected?  Which .DLL file needs to be replaced?

 Case in point: XP's "3D Text" screen saver is garbage, for all its goofball clicky-bits.  Replace it with the (very much smaller) one from Windows 2000 and you can have your text (or the current time) use the entire screen for which you paid so dearly.  XP's version can't escape the middle third of the screen!  You seem to think the answer is to download some program, written by some kid, and just hope you don't have to go buy some anti-{whatever} program as a result.

Facts, please, not propagation of more junkware.

So you're saying that the best idea to fix this minor issue is to learn how to re-code Windows?  Or mess with DLL files or Registry, which for the average user is a dangerous thing?

I've been using that person's FREEWARE utilities, and even though the problem has still happened (3 or 4 times in about 2 months), it's not an issue anymore.  I have control over it.  And these 2 little programs have no spyware or malware included; they're very basic.

You want facts?  Okay.  FACT: MS screwed up by ignoring this issue forever.  FACT: The average user is potentially his own worst enemy, when he believes himself equipped enough to tangle with DLL's or the Registry.  FACT: There's millions of small utility programs out there to handle any kind of situation, most of them available as freeware.  FACT: Should any particular program happen to have some form of malware, the vast majority of internet users have some form of virus or spyware protection, or at least know someone geeky enough to help.  FACT:  This forum is freely available through a Google search, which means many people will be able to find my answer suitable to their needs.  FACT: Some people are way too critical, and offer no insight on how to solve a problem.
