Problem with Univesity allowing my daughter to live off campus

My daughter is now going into her sophmore year of college. She had many health issues in dorm, allergies, colds, flu. She also felt very creaped out by RA who was a male in all female dorm. We have now signed lease for home off campus but College is rejecting saying she has to live on Campus. Even with Dr. letter they are saying she has to live on campus. Being a father with only child being a female I find it very strange for RA to be Male in all female dorm. Any answers
