I was able to find the following: Parking, standing or stopping is not allowed within 15 feet (5 m) of a fire hydrant, unless a licensed driver remains in the vehicle to move it in an emergency.
There is no mention of private hydrants anywhere. I would call your local DMV and ask them. If you get an answer I would be very much interested if you wrote back with the answer.
