Preusia ... aka Prussia?

What is Preusia?  Is it merely a spelling variation of Prussia ?

I think it is just a spelling variation of Prussia.  In German, Prussia is spelled "Preußen" or "Preussen."  I suppose that some English speakers saw this word and thought the English spelling was "Preusia."  (You'll also find the spelling "Preussia" in some English-language documents.)
