Why is it that many female athletes decline after they give birth? Has this to do with changes in the body?

Yes, the woman's body changes after birth.  Also, priorities change a lot of the time.  Women want to be with their children and focus on them, as opposed to spending time on their own, working out or doing their sport.  There are definitely women that continue after some time to be athletic.
