If I have power of attorney for my mother, including her banking affairs, can she still write checks or authorize money to taken from the account?
Yes, unless its a medical authorization, or mental health power of attorney, regardless, power of attorneys are only for limited authorization and its still her account.

Yes, even if she appoints an agent to handle her financial affairs on a power of attorney form she will still be able to write checks, withdraw money, and deposit money.
