I have a Power of Attorney that was notorized but wasn't written by an attorney. Is this a legal binding document?

Technically, if you signed it and it was witnessed and notarized, it is a legal document and is legally binding.
Best advice is to ask a local attorney. Most will NOT charge for a first visit.
