Hi Barbara!  I'm not sure if you are able to tackle this project on your own but, what I would do is pull the carpet up so I could see the problem area.  Depending on what is underneath the carpet, hardwood floor, plywood sub-floor, you never know until you are able to see what is there.  It is more or less your option too decide on how to go about solving the problem.  It could be as simple a nail or screw.  On the other hand if you are able to get to the problem from the basement, it would probably be a lot easier than pulling the carpet by simply taking a piece of 1" X material with the proper length screws and screwing this piece down beneath the floor joists down there.  Just a couple ideas...  Whatever you decide, "Good Luck!"  Hope it's a success...  If you know someone who is somewhat knowledgeable about carpentry it would make it a lot easier for you.
