Plumbing indoor mini-vent - pennsylvainia

Studor makes an indoor mini vent for venting plumbing systems and meets Uniform Plumbing Code (UPC) which is followed in Pennsylvania.  I am told some townships can make up their own code.  Does West Reading Pennsylvania follow this code and allow this venting for toiltet/sink?
