Pipe noise

I have a hammer sound in my pipe line. Not sure if it is the water line coming in the house or a spetic problem. The noise is very loud and I can hear it all through the house. It does affect the toliet in the basement when this is taken place. It sounds like the toliet is gasping for air and the water in the bowl is moving around. What does this mean?
