How to get PhD from Germany?

Hello

I want to know the formalities to get a PhD in Clinical (neuro) psychology from any good German universities. I would also like to know whether I can get stipend during that period! I am currently in India(kerala) doing Masters in Clinical & Counselling Psychology. thanks in advance!
