Pets in Apartments

Can an apartment association create a bye-law which prevents occupants from keeping pets? Does that not infringe on the occupant's right to keep a pet? I can understand that the association can issue a set of rules on dos and donts for a pet-owner. But can they actually prevent a person from keeping a pet?

Yes the owner of apartment can imposed such rules just like in no smoking restaurant.
