You will find europe to be very civilized and warm people towards animals. I beleive you can take them on the tube and eat with them in france. Did you check any quarentee laws first try to take animal along side you in the air. Do not leave hotel room dog without notifying services not to open as dog is in new environment be extra carefull when ever and where ever you take animals to new places. I am sure if you check good you will resolve this not hard to find just be extra carefull
