They are scams. The current stimulus that Congress and the White House are working on does NOT include any direct payments to individuals (the Bush stimulus was checks to each person who filed tax returns and if you didn't receive yours in 2006 than you should contact the IRS). The stimulus is going to be money given to states to fund project, individual agencies to update records (ie Social Security).  Don't even click on these ads; they are nothing but "phishing" expeditions to get peoples' bank acct and social security numbers.
