Pension Reimbursemant

NEW YORK STATE PENSION REINBURSEMENT LAW: What is the actual New York State law that forces communities across NYS to reimburse the NYS pension fund if the fund goes down in value? For example, if the fund invests in the stock market and the stock market goes down in value, so does the pension fund. Communities across the state are forced by this law to raise taxes to compensate the pension fund, Also what date was this law passed?
