Parrot ,law,and compensate price.

How do you do. My name is John, I am a 29 years old single man, live in Guang Dong China, my father holds a parrot conservative farm, it's a non-profit organization, recently, there are 3 theifs stole our 36 parrots, and they were get caught, the problem is that, the relative autority take the law that made in 1996, the parrot compensate price is 80 yuan(RMB) multiply 16.7, no mather what quality or species, that law is not reasonable and obsolete, that I must fight to the world level to struggle for our right, for mankind and parrot coexist. may somebody help me tell me that what organization have the power to intervene this issue? or other ways of good?

I wrote a email to wcs.org, and there is no respond.
