PRV and expansion tank or governor/regulator?

I was told that I need a PRV and an expansion tank due to high water pressure and thermal expansion of my hot water tank, so my question is: Can I just install a pressure governor/regulator in my toilet tank instead? Or will I still need one or the other that was recommended?
