If your sister gets the magazine then there will be subscription information inside the magazine itself.  Just tell her to look on the inside cover or first few pages or on an order page if you can place orders for merchandise.

Another idea would be to give your sister some money and have her pick up a copy for you and send it to you.  I don't think that it is a subscription magazine, but something that comes out maybe 4 times a year.  Look in arts and crafts stores or in WalMart in their crafts section.
