Is it not possible to place the giant concrete 'jacks' like Santa Cruz has done to mitigate the wave action. They're enviro, plug 'n play and removable. They won't hold back the Sea, but they would slow down the beach erosion. They could buy Time.

2nd option would be to speed up the archaelogical process by involving the acres of volunteers available in the Southland for a week or two at a time or just weekends. People will step up to challenges just as they have in Fargo and New Orleans.
