That sounds like Mackinaw Island in Michigan. No cars allowed, everything is horse drawn. Very Victorian. It's a little harder to get to in winter without the ferries, but you can fly in from a local airstrip.

You're welcome. It's not as easy to get to as some of the other historical towns, like Williamsburg, Va, but you are guaranteed snow for Christmas.
