It's not clear what you are referring to, and if you mean in terms of Kosher, or what is healthy or maybe something else. So if you want to explain a little more, it will be helpful.

In terms of Jewish restrictions, fish are considered "parve" and can therefore be eaten with milk or meat.

In terms of health, I don't know of any particular restriction about combining milk and fish, although many naturalists believe humans shouldn't eat milk at all.

Why would you think it would be harmful?

The Japanese do it all the time.

I'm not sure about the Japanese, but as far as I know Chinese nutrition regards milk as an unhealthy thing, which supposedly makes the body cold or increases moucus or something of the sort. They think calves should drink cow's milk, and humans should drink human milk, and when either is old enough they should eat regular food :-)

It is also an allergen. That's why babies are not supposed to drink milk for several months after being born.

I think it might have to do with the fact that many Chinese are lactose intolerant.

I know that it is thought in Judaism that combining milk and meat is something that is thought to be sinful and unhealthy.  Fish, on the other hand, is not in the category of meat.  This is fine, as long as your stomach has no aversion to dairy products.  Many people are bothered by dairy.
