There's a proposal to bury the United States' nuclear waste in solid rock (Yucca Mountain, Nevada).  But even assuming that this rock would be perfect protection, there are major problems in getting the waste there in the first place.  Transportation of nuclear material carries many risks, including accidents or terrorism.  (Sierra Club:
