Hi,
Excellent questions:
1. Sure they had to do it 20 years ago. At that
time people were not minded to environment
as we are today (and hence wouldn't invest
that huge some of money).
2. No it will probably not stop entirely the radiatin
but will bring it to close to zero (To stop it
it entirely a thick cover is required).
3. Beneath the cap the radiation will keep on, grow
in time, and finally be vast and concetrated.
