It might not seem so because of popular culture, but there are some flat nuclear plants roofs. The reason for a dome roof is architectural, that is the reactor is usually a large structure (with a massive pool of water) which can not be divided by columns for ceiling support. In some reactors domes were erected to solve this problem.
