All cities have regulations regarding resential and commercial zoning. Many small businesses don't go thru the formalities of getting needed permits from their city do do business. If you are in a non commercial and mostly residential area, that body shop likely needs a "special permit" from the city to be a commercial body shop business. Contact the "City Manager" do it online. and tell them about your problem. Most cities and townships have regulations about noise, especially if their close to residential housing. If that bodyshop is doing business in a residential neighborhood without a "special permit" it is illegel and the city can and will shut it down. If it does have a special permit to be in business, you can complain to the city manager to have it revoked or business made to comply to quieter standards.. Let the city do what you pay taxes for..
