Nipple reconstuction.....i need help finding a great doc

i need my nipples .. my doctor refuses to finish my nipples until he receives a few hundred dollars.. i had surgery  in long island..due to not working in 2008 ,after having chemo for 7 months..I have been refused nipples..by a doctor who received 40,000 for  one day in surgery..please help me find a great doctor
