Hww can I improve and exhibit my creative writing and art on the internet, including short stories, novel excerpts, poetry, short films, and new music?

Have you tried Hubpages? You can publish whatever interests you and can include photos and videos to show off your work. It's a free site and very easy to use.

Take the Hupages tour and see if it fits what you're looking for:

There are websites that hire people willing to work for them.

You can find on Google many. http://www.contentcurrent.com is one of them.

If you want free publication, you can always start a blog.  You can do so at blogspot.com.  Otherwise go to duotrope.com and sign on for free newsletters about current markets for short stories, poems, artwork, etc.  This is an excellent and free weekly resource.  They ask for donations.  They tell you how much the market pays, length of work, fiction, non-fiction, genres, email submissions, postal, etc. 

There's a site I don't know much about.  It's called FanStory.com.  It sounds great.  You would have to pay $48 per year.  They give you a free one week trial.  (Remember to cancel before week is up if you don't like it.)  They have people who read and critique your work, usually other writers.  I've read though that certain markets will not accept "FanStory."  I don't know why.  Your writing is not displayed to the public, except the other members.

You can also try writing.com.  It has a free program.  You can put just about anyting on their site.  If you want to you can buy a program for 3 months to a year at different low cost.  I like it there.
