Only a vet is qualified to perform this surgery..because it IS surgery. Declawing is painful, best done when young, at same time as neutering (only one anesthetic fee, less overall trauma.) ALL cats should be beutered unless you are a real professional breeder..they are much happier and less messy, especially the males who will "squirt" stinky urine to mark territory if not fixed. Femaile not fixed will go into heat repeatedly until impregnated..a real yowling torture for them, so do it! Legally, any pet owner can have these procedures done on their own pets. You cannot have it done legally to another's pets, you can only recommend. Many localities now have neutering laws in place because so many stray animals are a nusiance and a heartbreak because they must eventually be destroyed, and wild cats are murder on songbirds...
