My german sheppard dog acts retarded, not goofy, really retarded! (like if I put a hat on he doesn't know who I am, then I take it off and he knows me. This could go on forever!)

It doesn't sound like your dog is retarded. Simply put, when your dog's eyes are covered, he gets confused. That doesn't make him retarded; it just makes him unsure.
