A:What you should do is go to your local building department and complain about the bolts. They are a safety hazard. Check with your local township there may also be a housing department.
Check to see if they had zoning approval for the retaining wall and what they put down. I am sure there is someone in the town that can help you. They make them cut off the bolts to make it safe.
