Neighbors retaing wall with bolts waiting for a fence

Our neighbor has a retaing wall that is three feet high or so and they have bolts that are coming out so that way they could put a fence on top of it.  It has been a few years and they still don't have a fence on it and the bolts are uncovered, I am worried about my children and the other neighbor kids climbing on the wall and hurting themselves on those uncovered bolts, is there anything we can do?

If you want it done and done right the first time do it yourself

pay for the new fence,tell kids to stay off ,

 

What you should do is go to your local building department and complain about the bolts. They are a safety hazard. Check with your local township there may also be a housing department.

Check to see if they had zoning approval for the retaining wall and what they put down. I am sure there is someone in the town that can help you. They make them cut off the bolts to make it safe.
