Need to transfer a childs SS disabilty benefits to another state and legal guardian.

how do I transfer a child's social security benefits to another state.  On of my grandchildren is now living with me, since June 2008.  Her mother receives SS disability benefits.  I am not the child's legal guardian and need to apply to get her benefits sent to our address.  Where do I start?  Her mother tells me this is something I need to do in the state where we reside.  Is this true?
