Need help with drain problem....is it a drain?

Our unfinished basement constantly fills up with water, despite the presence of a drain in the middle of the floor. It is about 8 inches in diameter, and it has a cylinder sticking up in the middle of it, so we cannot see down the pipe (reminds me of looking head-on into a bullhorn). My husband thinks this is a plug, but why would anyone want to plug the only escape for water in a flooding basement? Does this kind of drain sound familiar? Or is it really a plug?

never heard of that before. i would get a plumber in to look at it or a friend that is familiar with plumbing. a bigger question is WHY is your basement flooding, that seems a little more serious and probrably should be looked into right away.

Could be a vent... how old is the house and why is it flooding?  Or is it a rough in for a future stool... A plumber needs to address the situation on site, it should not be flooding in any instance.  Maybe tree roots and a cracked foundation or stem wall.

Be anxious for nothing

All basements will flood without a sump pump. There should be a 2 ft diameter hole with a pump down in water, and a pvc pipe going outside.
