I am due to recertify for use of Access-a-Ride. At ...

I am due to recertify for use of Access-a-Ride. At 79 years of age my condition has only worsened. Why the recertificaton? I am assigned to a hospital for that recertification....they get paid; I'm authorized to order a special cab service....they get paid. Isn't that a waste of the city's money?
